How to choose a China DMC

A buyer's guide for tour operators, wholesalers and MICE agencies contracting ground handling in mainland China — what to check, what to ask, and the warning signs.

The short answer

Contract a China DMC only after you have checked six things in writing:

  1. A travel agency licence (旅行社业务经营许可证) whose company name matches the contract and the invoice.
  2. Net rates and white-label documents, so you control the margin and the brand.
  3. A named response time — a first reply in one business day, a full proposal in two.
  4. Guides in your clients' language in the cities you sell, confirmed per date.
  5. Written payment and cancellation terms, paid to the licensed company's account only.
  6. Visa know-how — the 240-hour visa-free transit and group visa rules built into the routing.

01

What a DMC does in China

A destination management company is the local operator behind your programme. It contracts hotels, guides, coaches, venues and domestic transport in China, runs the group on the ground, and invoices you at net. Your clients never need to know it exists.

That is different from a local guide working alone, who cannot contract hotels or carry the liability for a group, and from an online agency, which sells retail components but does not run a programme or answer at 2 a.m. when a flight is cancelled.

In mainland China, receiving inbound tourists is a licensed activity. The licence is the first thing to check, and the easiest.

02

The six checks, with what to ask

Each check has a question you can paste into your first email, and how we answer it, so you have a worked example to compare against.

1

A licence that matches the contract

Every company receiving inbound tourists in mainland China needs a travel agency business licence (旅行社业务经营许可证). The name on it should be the name on your contract and on every invoice.

Ask

“What is your licence number, and is the licensed company the one that will invoice us?”

Our answer · Yes. MTravel China is the trading name of Shen Yang M Travel Co.,Ltd. (沈阳甲客喵国际旅行社有限公司), licensed travel agency no. L-LN01284, registered on Harbin Road, Shenhe District, Shenyang. Our operations desk is in Shanghai.

2

Net rates and white-label documents

You set the selling price and keep the client relationship. A DMC that only quotes retail, or puts its own brand on guest documents, is competing with you.

Ask

“Do you quote net, and can itineraries and vouchers carry our logo and terms?”

Our answer · Yes. Multi-day programmes are quoted at net for your desk to mark up. Itineraries, vouchers and guest-facing documents can carry your logo and terms; we stay the local execution layer.

3

A response time you can hold them to

Your own client is waiting. Ask for a number, and judge it on the first brief you send.

Ask

“How quickly do you reply, and how long does a full proposal take?”

Our answer · Within one business day, by email, phone or WeChat. A full proposal follows within 24–48 hours of a complete brief.

4

Guides in your clients’ language

English is easy in China; Spanish, Russian or Arabic guides are scarce in peak weeks. Confirm the language per city and per date, not in general.

Ask

“Which guide languages can you confirm in our cities on our dates?”

Our answer · English is standard. Spanish and Russian guides run on our daily Beijing departures; other languages on request.

5

Payment and cancellation in writing

Terms should name the deposit, the balance date and what is refundable, and money should go only to the licensed company’s account.

Ask

“What deposit do you need, when is the balance due, and what is non-refundable?”

Our answer · We quote and invoice in US dollars. Wire transfer is preferred; credit card is also accepted. It is agreed per booking. For peak dates or limited inventory, the balance is due at least 60 days before arrival. Any costs already incurred with hotels, transport, guides or venues at the time of cancellation are non-refundable.

6

Visa know-how built into the routing

The 240-hour visa-free transit and group visa rules depend on nationality, ports and permitted areas. A DMC should flag constraints before you ticket.

Ask

“How will you handle visas or visa-free transit for our clients’ nationalities?”

Our answer · Yes. We plan routings around the 240-hour visa-free transit and group visa rules, and flag port and area constraints before you ticket.

03

Warning signs

Any one of these is a reason to stop and verify before money moves.

  • No licence number, or a licence in a different company name from the contract.
  • Payment requested to a personal account, or to a company that is not on the contract.
  • Bank details that change by email after you have agreed terms — confirm by phone first.
  • A price far below every other quote with no explanation of what is left out.
  • No written cancellation terms, or terms that only appear after the deposit.
  • Nobody can tell you who will be on the ground with your group.

04

Questions to send before you contract

Copy these into your first email to any China DMC, including us. A good operator answers all of them in one reply.

  1. What is the company name and number on your travel agency licence, and is it the company that will invoice us?
  2. Do you quote net, and can itineraries, vouchers and guest documents carry our brand?
  3. Who is our contact on your desk, and how fast do you reply and send a full proposal?
  4. Which guide languages can you confirm in [CITIES] on [DATES]?
  5. What deposit do you need, when is the balance due, and what happens if we cancel?
  6. Which currency do you invoice in, and to which bank account do we pay?
  7. How will you handle visas or the 240-hour visa-free transit for our clients' nationalities?
